He doesn’t like his people blowing his trumpet but I will blow it. I present to you a silent achiever.
ABOUT HIM
On the 15th of October, 1955, the heavens opened and brought down its bountiful joy to the Emmanuel family when a little boy was born. He was named PAULKER and IZIBEFIEN in his native dialect meaning GOD IS ULTIMATE. The little boy grew into a man in wisdom as he was trained by his parents with virtues like humility, kindness, hard work and a passion for acquisition of knowledge.
He attended his Primary School at his home town Opolo Epie and obtained his First School Leaving Certificate from State School Opolo/Okutukutu under then the Rivers State in 1963.
Senator Paulker as it is known today proceeded to the prestigious Bishop Dimieari Grammar School (BDGS) Yenagoa to further his secondary education and passed out with flying colours obtaining the West African School Certificate in 1973. A feet that was not common by any standard.
His hunger for education committee was on high that the Distinguished Senator surmounted all odds and got admitted into the unique University of Port Harcourt in the Department of Biochemistry. By 1983, he obtained his first degree, a Bachelor of Science (B.Sc) in Biochemistry, thus becoming the first university graduate in his town OPOLO.
Senator Paulker is never shy of responsibilities. This was evident in his undergraduate days when he took up the leadership of Opolo Epie Student Union as President and later became President of the National Union of EPIE-ATISSA Student (NUEAS) Worldwide.
On his return from mandatory National Youth Service, he took up a teaching job from the then Rivers State Government and kick started this noble profession at Forupa a community in the coast of the Atlantic Ocean. He was later transferred to his famous Alma-Mater (BDGS) where he impacted positively into the lives of every student that came in contact with him. His teaching however spanned through other communities like Agudama-Epie, Tombia where he finally rose to the revered rank of a Principal.
Senator Paulker's virtues for hard work again came into play in the early 90’s when he defied the comfort and preference of a civil servant and we t into large scale farming of rice, acquiring lands and consequently became one of the highest producer of rice in the Epie clan at that time. This entrepreneurial acumen yielded dividend as he ascended to set up a bigger establishment, PAUDSIMAN NIG LTD and served as the managing Director/Chief Executive Officer between 2001 to 2007. An outfit he has used to give succour  to his people through scholarship to deserving students through the Emmanuel Educational Foundation Scheme and other forms of empowerment.
Humility personified, Senator Paulker  has continued to humble himself before the young and old, treating everyone with parity and subjecting  himself to the laws of the land, a rear virtue that accorded him reciprocal gesture. Little wonder that even his peers did call him by his name – PAULKER but refer to him as PEE. His political friends and associates today including the former president Dr. Goodluck Ebele Jonathan now call him PAULKAY.
Distinguished Senator Paulker was given a secondment to serve as supervisory councilor for health in Yenagoa Local Government Area in the then Rivers State and perform excellently hence he became a rallying point on political issues in Epie-Atissa Kingdom and by extension the then Yenagoa Local Government Area.
The ushering in of the present Democratic Administration in 1999 gave the iconic Senator the platform for full time politics where he pitched his tent with People’s Democratic Party (PDP) and has remained till date.
Like they say, there is no hiding place for the golden fish, Senator Paulker was nominated and appointed as Commissioner for Lands and Housing by the First Executive Governor of Bayelsa State Chief D.S.P Alamieyeseigha of blessed memory. This feet also made him the first commissioner in Epie Kingdom of course his laudable policies in the housing sector is there to speak for itself  even as he was given the award as the best serving commissioner for lands and Housing in Nigeria 2001.
Distinguished Senator Paulker heeded to the call of his people for a higher service as he contested and was elected to represent Bayelsa Central Senatorial District (Yenagoa, South Ijaw and Kolokuma/Opokuma Local Governments) in the Senate in 2007 with a landslide victory. He was appointed to serve as Chairman Senate Committee on Petroleum (Downstream).
Our great Senator made history again when he broke the jinx and was unanimously elected to the senate for a record of third time to represent his good people. By this feet, history did not only make him the first senator to have emerged in the present day Yenagoa Local Government Area but also the first in Bayelsa State to have achieved the third term tenure and as well the first Senator to have emerged from the University of Port Harcourt thus making him one of the highest ranking Senators in Nigeria.
Outside his Chairmanship, Distinguished Senator Paulker also served as member, Senate Committee on Privatization, Local and Foreign Debt, Cooperation and Integration in Africa & NEPAD.
A philanthropist per excellence, Distinguished Senator Paulker has used his position to touch the lived of his people meaningfully in different Parastatals. Prominent among them but not limited to are the; Nigerian Custom Service, Nigerian Immigration Service, Nigerian Security and Civil Defence Corps, Federal Inland Revenue Services (FIRS), NNPC, Nigerian Nuclear Regulatory Authority, National Biotechnology Development Agency, PTDF, Nigerian Content Development Management Board, NIMASA, Nigerian Defence Academy, PTDF Scholarship overseas, just to mentioned a few.
At the home front, Senator Paulker has continued to provide a profitable answer to our begging questions. As far back as 1995, he mid-wived the establishment of the Central Epie Secondary School Opolo that now serves as a base for our Youth to further their quest for knowledge. He did same to the Yenagoa Rural Development Authority, Opolo (2006) that was denied us at the first instance by the State Government. Today, that singular act has provided jobs for the EPIE-ATISSA extraction.
In 2007, he brought the construction of a concrete walkway project in the old settlement of Opolo Town, thus removing completely the challenge of muddy soil that made movement almost impossible in the rainy season. As we speak, Senator Paulker has constructed over 60% of concrete road with drainages at the new Opolo II layout and work is still ongoing including a solar street light system.
The Distinguished Senator P.I Emmanuel is happily married with beautiful children.
